Adobe Distiller does the best quality conversion, however there are lots
of apps that do this type of thing, with various degrees of quality. PDF
is by no means locked down- you can download the PDF spec for free from
Adobe. Of course Adobe wants to sell copies of Acrobat and Disiller tho.

The best solution might depend on what the documents were before they were
postscript. (as someone else asked). Some interesting solutions are TeX to
PDF and XSL-FO's to PDF, which avoids the postscript step completely.
